To draft laws, administrative rules and regulations governing the postal sector;
3、依法监管邮政市场，保障公平竞争。
To regulate the postal market by law and ensure fair competition;
4、负责邮政市场准入。
To take charge of the access to the postal market;
5、保障邮政通信与信息安全。
To ensure postal communications and information security;
6、研究提出邮政服务价格政策和基本邮政业务价格建议，并监督执行。
To study and put forward policies on the pricing of postal services and recommendations on the pricing of basic postal services and supervise their implementation;
7、制订邮政服务标准，监督邮政服务质量。
To develop the postal service standards and supervise the quality of postal services;
8、推进邮政普遍服务机制的建立和完善。
To promote the establishment and improvement of universal postal service mechanism;
9、负责纪念邮票的选题和图案审查。
To examine the theme selection and pattern of commemorative stamps;
10、负责审定纪念邮票和特种邮票年度计划。
To examine and approve the annual plans of commemorative and special stamps;
11、代表国家参加国际邮政组织，处理政府间邮政事务。
To participate in the activities of international postal organizations and handle intergovernmental postal affairs on behalf of the state;
12、办理国务院和交通运输部交办的其他事项。
To fulfill other tasks assigned by the State Council and the Ministry of Transport.
